EXPRESSION OF INTEREST FOR FUNCTIONAL REVIEW EXERCISE 1.0 Introduction The Malawi Communications Regulatory Authority (MACRA) was set up by the Communications Act, No. 42 of 1998 as the sole and independent regulatory authority for the communications sector in Malawi comprising of telecommunications, broadcasting, postal and frequency management. Its enabling legislation implements the Communications Sector Policy Statement of 1998 as well. The duties of MACRA include the protection of the consumer interests, the promotion of competition, access to information, R & D in telecommunications and fostering the development of the communications sector in accordance with recognized international standards. Its powers include regulation, licensing, monitoring and enforcement of the laws, regulation and licence conditions pertaining to the communications sector. At the same time, its functions include the provision of advice to users and providers of communication services, advising the Government on communication issues, drawing up numbering plan for telecommunication networks, adoption and implementation of international standards relating to communications, establishing type approval regime for terminal equipment and frequency planning and allocation. 2.0 Objective of Consultancy The objective of the review is to produce a solid but flexible structure that will robustly support the effective and efficient discharge of the aforesaid challenging but rather exciting responsibilities. This will in turn ensure that Authority's priorities, aims and objectives are achieved. 4.0 Scope and Expected Outputs the Consultancy MACRA is therefore inviting qualified and experienced consulting firms and or individuals to submit written proposals to undertake organisational functional review exercise for the Authority with emphasis on the following expected outputs:
5.0 Timeframe It is expected that the exercise will be completed within seventy (70) working days upon which a report with recommendations shall be presented to the authority. MACRA expects the successful firm to put its best qualified and experienced key staff in human resource and management issues for the execution of the assignment. These consultants and or individuals are also expected to have an in-depth, specialist understanding, and expertise in telecoms regulatory affairs. In addition interested consultants and or individuals should posses and submit proof of: -Firms previous experience in similar assignment 7.0 Method of Selection The consultant shall be selected using Quality and Cost Based Selection (QCBS) procedures and therefore Technical and Financial Proposals in two separate envelopes should be submitted.
