The Communications Regulators’ Association CRASA will be convening the second meeting of its Legal & Policy Committee (LPC) in the 2022/23 financial year in Ezulwini, Eswatini, from 8th to 9th February 2023. The meeting will be hosted by the Eswatini Communications Commission and will be preceded by a capacity-building workshop on “The Universal Postal Union (UPU) Multilateral Data-sharing Agreement for International Postal Exchanges (MDSA)” on the 7th of February 2023, at the same venue.

The UPU Multilateral Data-sharing Agreement (MDSA) is a legal instrument created to facilitate the exchange of data necessary for the operations of international postal services and to enable the implementation of such exchanges in accordance with the UPU Acts. The main purpose of the workshop, therefore, is to capacitate CRASA’s Legal and Postal experts with foundational knowledge about the data protection issues surrounding International Postal Exchanges and the role of the MDSA in this context.
The Workshop will specifically tackle the following issues:
a) Introductory overview of the legal framework governing international postal services and how theMDSA fits into that framework;
b) Appreciation and interpretation of the clauses contained in the UPU MDSA, what it seeks to address and the legal implications for participating Member States;
c) Data sharing and data protection and how the UPU addresses these issues through its relevant acts;
d) Brief outline of the process for Designated Postal Operators (DPOs) to adopt the MDSA.
