The Communications Regulators’ Association CRASA will be convening the second meeting of its Postal Committee (PC) in the 2022/23 financial year, in Maputo, Mozambique from 24th to 25th November 2022. The meeting will be hosted by Instituto Nacional das Comunicações de Moçambique (INCM) and will be preceded by a capacity-building workshop on “Understanding and Calculating the Cost of Universal Service Obligations (USO) in the Postal sector” on the and 21st to 22nd of November 2022, at the same venue. A further capacity-building event, the Training of National Coordinators for the RegionalPostal Quality of Service Project, will follow on 23rd November2022.
More about the Workshop
The main objective of the workshop, which will be organised in partnership with theUniversal Postal Union (UPU), is to build the capacity of CRASA Members in terms of both the theoretical knowledge and practical skills involved in calculating the cost of the USO in their respective jurisdictions.
Accordingly, some of the specific objectives of the workshop include:
a) Giving participants an overview of the USO from the policy and legal perspective;
b) Introducing several approaches put forward to establish whether a USO financial burden is “unfair” for a DPO;
c) Providing participants with a foundational appreciation of the characteristics of the Cost Accounting Systems used in the postal
environment and their implications for calculating the cost of the USO; and
d) Exposing participants to the different methodologies used for calculating the cost of the USO, as well as their main features and critical assumptions.
