Guidelines on ICT Quality of Service and Quality of Experience for SADC are to allow for regional harmonisation in QoS regulation. The Guidelines provides consumer awareness and education regarding QoS provided by telecommunication operators/ Internet Service Providers (ISPs) through networks (mobile and fixed), so that they can make their own choices. The Guidelines also enablesNational Regulatory Authority (NRAs) with authority to check claims made by operators regarding the QoS being provided to consumers. The Guidelines further aims at maintaining or improving QoS in the presence of competition and ensuring and improving QoS on interconnection of networks. QoS regulatory framework, therefore, sets out the minimum QoS standards, defining minimum value of QoS parameters, monitoring QoS, defining measurement methods and setting targets, reporting and publication procedures.
