The guidelines are offered as a reference source to guide PostalSector Regulators in SADC in providing appropriate and proportionate regulatory oversight to stimulate intra-regional e-commerce and trade through the regional postal and courier services network. The guidelines identify the key regulatory processes and stakeholders that have a direct or indirect impact on the ability of the Postal sector to participate in intra-regional trade and e-commerce.
