CRASA Appoints Dr Stanley Shanapinda of Namibia as Executive Secretary (CEO)

CRASA Appoints Dr Stanley Shanapinda of Namibia as Executive Secretary(CEO)

The Communications Regulators’ Association of SouthernAfrica (CRASA) is pleased to announce the appointment of Dr Stanley Shanapinda of Namibia as its new Executive Secretary, effective 1st of July 2026. The appointment was made by the Association’s Special General Meeting of 27th of May 2026, following a competitive selection process.

Dr Shanapinda brings to the role over 22 years of leadership experience in telecommunications, ICT regulation, policy development, digital transformation, and corporate governance. He holds a PhD in Computer Science from theUniversity of New South Wales (Australia), a Master of Management in ICT Policy and Regulation from the University of the Witwatersrand (South Africa), and law degrees from the University of Namibia.

He has served as Chief Executive Officer of Telecom Namibia and previously as the Chief Executive Officer of the Communications Regulatory Authority of Namibia (CRAN),where he played a key role in strengthening regulatory frameworks, expanding digital infrastructure, and advancing regional ICT harmonisation initiatives. His extensive experience spans both the public and private sectors, complemented by international research and policy engagements in Australia, Brazil, and across the African continent. His appointment is a testament to the depth of regulatory talent within the SADC region and to the calibre of leadership CRASA continues to attract.

 Dr Shanapinda takes the helm at a pivotal moment for the region, as SADC member states navigate rapid digital transformation, expanding broadband connectivity, and the harmonisation of ICT and postal regulatory frameworks; all areas that sit at the heart of CRASA’s mandate.

Dr Shanapinda will be based at the CRASA Secretariat in Gaborone, Botswana. The CRASA Executive Committee (EXCO), Secretariat and all Members hereby extend their best wishes to Dr Shanapinda as he assumes this important role.
