The Head of the Postal Department at theCommunications Regulators’ Association of Southern Africa (CRASA), Mr. Brian Kasonka Mwansa, partnered with the Lesotho Communications Authority (LCA) to lead a capacity-building and stakeholder engagement workshop on Postal Sector Regulation. The event, tailored specifically for licensed postal and courier service providers, was held from 19th to 20th November 2024, at the LCA Auditorium in Maseru, Kingdom of Lesotho.
The workshop brought together representatives from most of the country’s licensed operators as well as officials from the Ministry of Information, Communications, Science, Technology and Innovation, and theMinistry of Finance.
This initiative was part of LCA’s ongoing RegulatoryReform Programme, with CRASA called upon to provide expert facilitation. The workshop aimed to deepen participants’ understanding of LCA’s regulatory mandate in the postal sector, fostering greater collaboration and compliance with regulatory requirements.
Over two intensive days, the workshop successfully addressed the following objectives:
i. Theoretical Foundations: Participants gained a clear understanding of the theoretical basis and rationale for postal sector regulation, including the expected outcomes of regulatory interventions and the structure of regulatory frameworks.
ii. CoreRegulatory Concepts:Attendees were introduced to essential regulatory concepts relevant to the postal environment, such as Market Definition and Licensing, Universal Access and Service, Competition Management, and Consumer Protection.
iii. PracticalInsights: The workshop highlighted the practical aspects of postal sector regulation, detailing the roles and functions of regulators and how these responsibilities can be executed effectively.
The workshop underscored CRASA's commitment to building regulatory capacity across the Southern African region, enhancing the effectiveness and sustainability of postal sector governance.
